European Network of National Platforms (ENNP)

“A national platform for disaster risk reduction (DRR) can be defined as a nationally owned and led arrangement in the form of a forum or committee of multiple stakeholders, which serves as an advocate of disaster risk reduction at different levels, provides analysis and advice on areas of priority requiring concerted action through a coordinated and participatory process”.

The European Network of National Platforms (ENNP), formed in 2007 by the Basel Agreement, currently brings together national platforms for disaster risk reduction from Czech Republic, France, Germany and Poland (see "Members").

This network, which is expected to expand, is working closely with other national platforms in Europe and with regional and international stakeholders like the European Commission, the UN, the Council of Europe, and the European Forum for Disaster Risk Reduction, recently created.

ENNP undertakes activities along two categories:

  1. REACTIONS TO CURRENT AFFAIRS AND OPPORTUNITIES: Exchanges and, when applicable, harmonization of positions in relation with consultations, call for tenders, conferences, position papers and official communications (as and as events are announced by European and international partners);
  2. PROGRAMME OF EXCHANGES: Exchanges on thematic issues of common interest to network's members, initiated or animated by national platforms and their partners.

The two methods feed each other: responses to calls provide opportunities to extend thematic exchanges, while exchanges on the long term could prepare for timely responses to calls (e.g. future calls for tenders).

The Network contributes to the implementation of the International Strategy for Disaster Reduction (ISDR), and represents the European civil society vis-à-vis various institutions as well as European and international events. In particular, joint responses have been formulated in relation with consultations of the European Commission: among others, for the Green Paper, for DRR strategies (towards EU community and towards developing countries); proposals have been jointly developed in response to a call of the 7th Framework Program of DG Research and to the "prevention" call of the DG Environment civil security financial instrument; DKKV and AFPCN are jointly representing the network in the steering committee of the CapHazNet project.

In addition to the regular meetings of network members' representatives, public events organised by the members for the network (listed in "Calendar") have enabled progress with several priority issues related to managing and reducing disaster risks in Europe.
